Minutes of 2/10/14 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on February 10th 2014, at 7:30 pm.  Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Lloyd Shockley and , Rocky Gross.  Councilwoman Schelley Sue Smith was absent.  Resident Emmet Willimetz  also attended.

The meeting was called to order by Mayor Moore and minutes of the 1/16/2014 meeting were read and approved.

Financial reports for January were read by the Treasurer and approved by the Council.  Bills to be allowed:

General Funds
Dep. Tyler Edward – $199.48 for January patrol (8 hours)
Dep. Tom Morrison – $99.73 for January patrol (8 hours)
Clay County Sheriff Department – $28.81 for January mileage (51 miles)
Monte Railey – $220.44 City ClerkFebruary salary
KCP&L – not received
Holliday Sand & Gravel – $974.34 for road sand and salt
Waterworks – $5,000.00 fund transfer to waterworks
Orrick Gas – $38.96 tank rental for MCCA building
Steven Wolcott – $122.50 for court appearance (invoice 14775)
Joe Selle – $175.04  city work (17 hours) and snow plowing
Kurt Holland – $33.45 snow plowing (3 hours)

Waterworks
Jim Talley – $235.13 February Meter Reader salary
Brandon Gray – $241.50 February salary for Water bill collection
Public Water Supply District #4 – $3,358.04 for January water
Deffenbaugh Industries  -$ 1,110.12 – January trash service
Proforma  – $784.89 for printer toner
Lisa Webber – $403.65 February Treasurer salary

Councilman Selle made motion to pay the bills.  It was seconded by Councilman Gross and passed 3-0.

Old Business
Final arrangements were approved for shut off of service to past due water customers.   Starting this month, the reminder letter currently sent will be followed by two attempts to contact by phone prior to shut off.  A note will be posted on the door as service is shut off with instructions for reinstatement.  Customers will be reminded that tampering with a utility meter is a state offense per R.S.M.O. 569.090.  Water Collector Brandon Gray will provide list of affected customers to Meter Reader Jim Talley for shut off.

The Council approved four questions to discuss with City Attorney Steven Wolcott.  Councilman Gross will provide the list to the Attorney and schedule a meeting for the Mayor and Council.

A member of the Clay County Economic Council met with Mayor Moore and put him in touch with County Commissioner Pam Mason regarding our proposed water project.  The Mayor and City Clerk will meet with the Commissioner and Art Akin of ACG Engineering on 2/11/14.

New Business
Resident Emmett Willimetz asked if the city could replace the water meter at his home due to concerns about accuracy.  The Council agreed to install a new meter.

The Council discussed plowing snow at the Post Office.  The City plows the parking lot free as a courtesy, but is not under contract to clear the sidewalk.  The Council agreed to continue parking lot plowing.

A motion to adjourn was made by Councilman Gross and seconded by Councilman Selle.   Meeting adjourned.

Next meeting is scheduled for 7:30 pm on Monday , March 10th, 2014, at the MCCA Building.
