Minutes of February 12th, 2018, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, February 12th, 2018 at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Micah Schake, Rocky Gross and Sydney Stewart.   Also in attendance:  Wilbur Webber, Larry Johnson and Randy Furn.

Mayor Moore called the meeting to order.

Minutes from January 18th, 2018, meeting and December 2017 financial reports were read and approved.

Bills to be allowed: Paid 2/12/18 unless otherwise noted.

General Funds

Dep. David Allen – $99.73 four hours of January patrol

Dep. Cody Minnis – $199.48 – eight hours of December patrol

Clay County Sheriff’s Dept. – $25.15 fuel for 47 miles of January patrol

Monte Railey – $236.98 February City Clerk salary

Joe Selle – $22.16 two hours of city work

Orrick Gas Co. – $761.46 MCCA Building propane tank rental and refill

Bill Slater – $10.00 for MCCA Building clean up

KCP&L – $683.31 four City accounts

Waterworks

PWSD #4 – $1,372.95 water 12/18/17-1/25/18 (339,000 gallons)

Kearney Trust Co. – $503.07 interest on water project credit line through 2/4/18

Councilman Gross made a motion to authorize payments.  The motion was seconded by Councilman Schake and carried 4-0.

Old Business

Water Project – The USDA loan application is working through the approval process.  City Waterworks COO Rex Brinker will be involved in the planning phase of the project.  No response was received from letters dated 12/11/17 that were sent to fifteen Native American Tribal Entities verifying that the proposed water project does not interfere with tribal gravesites or historical areas.  As a result, The Missouri DNR is requesting an archeological study for two areas that have never been developed.  Lisa Danbury with MARC sent out requests for bids to perform the study to nine businesses that can perform such a study with a deadline to respond by 5 pm on 2/9/17.  Two bids were received; one from K&K Environmental LLC for $1,700.00 and another from Atwell LLC for $10,000.00.  Both firms met all requirements (including a 30 day turn around) for the project.  After reviewing the bids, the Council voted 4-0 to select K&K Environmental.

Mayor Moore confirmed that new street signs will be installed to replace missing signs and to reflect changes to speed zones.

City Hall – Work will continue as weather and schedules permit.  Mayor Moore was contacted by a local resident that wants to submit a bid to finish the project.   The Council decided to consider the bid if submitted.

New Business

Resident Larry Johnson advised the Council that he will take possession of property at 607 Main effective March 7th, 2018, and will clean up the property after that date.  He asked about unpaid fines on the place.  He was advised by the Mayor that fines against the current owner do not apply and new ones will not be levied if clean up and junk removal is completed in a timely manner.

Pastor Henry Alexander with the Missouri City Baptist Church advised the Council of a benefit Motorcycle, Airplane & Car Show to be held at 3pm  on April 14th, 2018, at the Church.  The event is a fund raiser for the School Playground replacement project.

The next Council meeting is scheduled for 7:00 pm on Monday, March 12th, 2018, at the MCCA Building.
