Minutes of 4/20/2015 Council Meeting
The Missouri City, Missouri City Council held a closed meeting at 7:00 pm on April 20th, 2015, at the City Hall. monthly open meeting at the MCCA Building on April 14th, 2015 at 6:30 pm. Attending: Mayor Barry Moore, City Clerk Monte Railey and Council members Joe Selle, Rocky Gross and Dee Dee Adcock.
The Council determined the winner of the April 7th, 2015, City election for the Ward One Council seat. Sydney Stewart was declared the victor and notified by telephone.
An open meeting started immediately after the 7:15 adjournment of the closed session. Citizen Mike Stewart and Ward One Councilwoman-elect Sydney Stewart joined the meeting.
The open meeting was called to order by Mayor Moore.
Councilman Gross reminded the Council that Cemetery Hill residents are still requesting pothole repairs on Cemetery Hill Road. Joe Selle will coordinate the repairs.
Sydney Stewart was sworn in as Ward One Councilwoman by City Clerk Monte Railey.
Mayor Moore presented three new Ordinances as prepared by Steven Wolcott for consideration:
Ordinance 139 – Concerning Cross Connection Controls for the Water System. Mayor Moore read the proposed ordinance once in its entirety and twice by title. Councilwomen Stewart and Adcock, along with Councilman Gross, made simultaneous motions to adopt the Ordinance. The motions were seconded by Councilman Selle and carried 4-0 following discussion.
Ordinance 140 – Lead Ban in Public Drinking Water. Mayor Moore read the proposed ordinance once in its entirety and twice by title. Councilwoman Adcock made a motion to adopt that was seconded by Councilwoman Stewart. The motion carried 4-0.
Ordinance 141 – Authorizing the Mayor to Establish a 12 Month Line of Credit at Kearney Trust for Pre-Construction Expenses Related to The Water Project. Mayor Moore read the proposed ordinance once in its entirety and twice by title. Councilwoman Adcock made a motion to adopt the ordinance. That motion was seconded by Councilman Gross and carried 4-0.
Mayor Moore advised the Council that maps of the original 1965 water system and line placement under new Highway 210 have been found.
The Mayor also advised the Council that maintenance work to be done on the Standpipe from Wednesday, April 22nd, through Thursday, April 23rd, will reduce water pressure during that period.
Councilwoman Adcock made a motion to adjourn. The next monthly meeting is scheduled for 6:30 pm on Monday, May 11th, 2015, at the MCCA Building.
