Minutes of 9/14/15 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on September 14th, 2015 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Rocky Gross and Dee Dee Adcock.

Wilbur Webber and Deputy Tyler Edwards also attended.

The meeting was called to order by Mayor Moore and minutes of the August 10th meeting and the August 24th Tax levy hearing were read and approved.

Financial reports for August 2015 and 2015 to date were read by the Treasurer and approved by the Council.  The reports are the first produced via the new Quicken Book Premier accounting software.

Councilman Gross made a motion to pay the bills.  It was seconded by Councilwoman Adcock and carried 4-0.

Old Business

Water Line Replacement Project:   Mayor Moore, Treasurer Webber and City Clerk Railey attended the August 20th status meeting with Grant Administrator Molly McGovern and Art Akin with AGC.  A conference call with DNR and CDGB determined that the DNR needs City audit for 2014 for the project to advance.  Treasurer Lisa Webber is now using the Quicken Book Premier software per DNR but is trying to find an auditor to perform the job.  Westbrook Accounting of Richmond MO is backed up and can’t confirm a timetable for completion.  The City Treasurer will further investigate other options to complete the audit.   The Mayor and City Clerk will attend the September 24th status meeting at the AGC office.

Street Repairs:  Mayor Moore advised the Council that pothole repairs are continuing and speed bumps will remain in place in to October.

Recycling Options:  Councilwoman Stewart shared the info gathered thus far for expanded recycling options in town.  She will continue and report additional findings to the Council.

New Business

Deputy Tyler Edward with the Clay County Sheriff Department addressed the Council about adopting City Ordinances using language contained in state statutes MS 195.202 (misdemeanor drug possession) MS 195.233 (possession of drug paraphernalia).  Doing so will allow the city to collect any fines associated with those offenses.  Per Deputy Edwards, there is a state statute regarding large animals within city limits.  He also advised the Council of the need to update current Ordinance #82 to include language covering the abatement process used in enforcing other ordinances.  The Council agreed to refer the issues to City Attorney Steven Wolcott.

Councilman Gross made a motion to adjourn.  The next monthly Council meeting is scheduled for Tuesday, October 20th, 2015.
