Minutes of 12/8/2014 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on December 8th, 2014 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Rocky Gross and Dee Dee Adcock.  Councilwoman Schelley Sue Smith was absent.

Citizens David Bush, Jay Jackson and Wilbur Webber  also attended.

The meeting was called to order by Mayor Moore and minutes of the November 1th, 2014, meeting were read and approved.

Financial reports for November were read by the Treasurer and approved by the Council.

Bills to be allowed (checks issued day of meeting unless noted otherwise):

General Funds

(11/12/14) KCP&L –  $679.37 four city accounts

(11/12/14) Ideker  –  $737.23  6” filter stone for repair on Stillhouse Road

Deffenbaugh Industries – $893.05 container for clean up day

Councilman Gross made a motion to pay the bills.  It was seconded by Councilwoman Adcock and passed 3-0.

Old Business

The Mayor advised the Council that chlorine levels for the city water supply are at proper levels.

Water Project:  City Clerk Monte Railey met with City Attorney Steven Wolcott on November 26th regarding legal needs associated with the project.  Mr. Wolcott agreed with engaging Sid Douglas with Gillmore & Bell as Bond Counsel.  The attorney is working on Procurement (purchasing) and Conflict of Interest ordinances needed for the DNR loan application.  The Mayor and City Clerk are meeting with Art Akin of ACG and Grant Writer/Administrator Molly McGovern on December 10 to review forms on the DNR loan application checklist and verify what others require the attention of the City Attorney.   City Treasurer Lisa Webber is working on financial questions from the checklist.

Clean Up Days:  Final charges of $893.05 for dumpsters used for city clean up days in November were within Council expectations.  No  charges other than for container and hauling were imposed.

New Business

Missouri City property owner David Bush inquired about repairs to City Hall and offered to assist with the effort.  The Council agreed to let him spearhead the project.  He will research needs and associated costs.  Mayor Moore will check on a previously made offer of scaffolding for the project.

Mayor Moore expressed concern about water and mud draining on to Main Street from Stillhouse Road. All present agreed to watch during future rains to determine if additional ditch work would help.  The Mayor will discuss the issue with property owner Linda young as well.

A motion to adjourn was made by Councilman Gross and seconded by Councilman Selle.   Meeting adjourned.

Next meeting is scheduled for 6:30 pm on Monday, January 12th, 2015, at the MCCA Building.
