Minutes of 12/9/13 Council Meeting

The Missouri City, Missouri, City Council held it’s monthly open meeting at the MCCA Building on December 9th, 2013, at 7:30 pm.  Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Lloyd Shockley, Rocky Gross and Schelley Sue Smith.  Resident Wilbur Webber also attended.

The meeting was called to order by Mayor Moore and minutes of the 10/14/2013 meeting were read and approved

Financial reports for November were read by the Treasurer.

Bills to be allowed:

General Funds
Dep. Tyler Edward – $199.48 for November patrol
Dep. Tom Morrison – $299.22 for November patrol
Clay County Sheriff Department – $50.85 for November patrol fuel (90 miles)
Monte Railey – $220.44 City Clerk December salary
KCP&L – $659.72 for four city accounts
MOPERM Liability – $2,546.00 1/1/14-12/31/14
MOPERM Property – $1,353.00 1/1/14-12/31/14

Waterworks
Jim Talley – $244.37 December Meter Reader salary
Brandon Gray – $241.50 December salary for Water bill collection
Public Water Supply District #4 – $2,815.67 for November water
Deffenbaugh Industries  – bill not received
Lisa Webber – $33.64 December Treasurer salary plus office supplies
Mayes Plumbing – $1,061.13 invoice 2020450 for fire hydrant repair on Water Street

Councilman Gross made motion to pay the bills.  It was seconded by Councilman Selle and passed 4-0.

Old Business
Water rate increase will reflect on January 2014 bills.

The water leak behind the Bush garage on Water street has been repaired by Mayes Plumbing, but street repairs have been delayed by the weather.

The insurance claim for water hydrant damage on Water Street was paid by State Farm.

The City truck will be serviced by Don Goode.

Water meter locks have been obtained and will be used to shut off customers in arrears who have not made payment arrangements.  Councilman Shockley presented a document outlining the shut off process as well as a list of utility user rights per Legal Services of Eastern Missouri (www/lsem.org).

Anyone tampering with water meters will be prosecuted per R.S.M.O. Section 569.090.

Councilman Gross spoke with City Attorney Steven Wolcott.  The Attorney advised Rocky that he discounts his rates for services to Missouri City and offered a free 30 minute (5:00-5:30 pm or 5:30-6:00 pm) to discuss City issues.  The Council will compile a list of issues and schedule a meeting after the January Council meeting.

Per Treasure Lisa Webber, former treasurer Wyanda Talley assisted a minimum of 36 hours, plus use of her computer and printer, during the transition to the new water bill program.  The Council unanimously agreed to compensate her $500.00 for equipment use.

The City received a letter from the Missouri DNR acknowledging receipt of the Grant request to assist with water project engineering expenses.

The State had not received test results from the City which left the City water system being in major violation.  Mayor Moore advised the Council that the results were sent and approved today.

The City Clerk reported that a copy of the building permit for Bill Farrar’s garage on Water Street has been provided to the Clay County Assessor.

New Business
Council seats for Wards 2 and 4 will be on the 4/8/14 ballot.  The City Clerk will post notices of the 12/17/13-1/1/21/14 filing period.

Mayor Moore will complete the Grant form for shredded tire material on City park and School playgrounds.

Fence repair needed in the City Park was noted.

Councilman Selle repaired siding around the door to City Hall.  The Council agreed to continue repairs as weather permits.

A motion to adjourn was made by Councilman Gross and seconded by Councilman Selle.   Meeting adjourned.

Next meeting is scheduled for 7:30 pm on Thursday 1/16/14, at the MCCA Building.
