Minutes of January 10th, 2022, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, January 10th, 2022, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray and Council members Mickey Stewart, Joe Selle, Rocky Gross and Brian Adcock.

Mayor Moore called the meeting to order.   December 13th meeting minutes were read and approved.

USDA Loan:

Councilman Gross made a motion to authorize payment of bills that was seconded by Councilman Stewart.  The motion passed by a vote of 4-0.

Old Business

Water Project:  Project nearing completion.  The final bond closing hearing is tentatively set for February.  The final date has yet to be determined.  Mayor Moore is working with Contractor Orr-Wyatt Streetscapes and AGC Engineering to reconcile figures for project materials. He expects other project paperwork to be completed within the month.  Final contractor charges were $5,247.54 over bid due to additions and alterations.  The total project is under budget overall by approximately $200.000.00.  A resolution titled “The Amendment to Contract of Sale of Water” with Clay County Public Water Supply District #4 (PWSD #4) was read twice by title and once in entirety by Mayor Moore.  The contract amendment was reviewed and approved by City Attorney Steven Woolcott and was required per USDA loan protocol.  Councilman Gross made a motion to adopt the resolution as read.  It was seconded by Councilman Selle was approved 4-0.

Mayor Moore presented Change Order Request #3 from Orr-Wyatt Streetscapes for the additional charge of $5,247.54.  Councilman Gross made a motion to approve the expenditure and was seconded by Councilman Stewart.  The motion passed by a 4-0 vote.

After discussion, the Council agreed to ask the contractor for grass seed to be applied as needed this spring by property owners and/or the City.

No bids have been made for bring under M210.  Details are still being formulated.

 

Expectation of Deputies while on patrol for Missouri City:  The Council discussed stepping up enforcement of nuisance ordinances regarding yard junk and visibly unlicensed vehicles.  Mayor Moore will discuss the issue with patrolling Deputies.

 

New Business

Councilman Gross proposed establishing a program to promote civic pride and improve the physical appearance of town prior to City Clean Up Days in April.  Many ideas were discussed and action items assigned with follow up scheduled for the February meeting.

Councilman Adcock advised the Council of citizen requests for improved streetlight coverage in parts of town.  The Council will investigate where and the  process with Evergy and follow up on the request.

The next monthly meeting is scheduled for Wednesday, February 16th, 2022, at 7:00 pm in the MCCA Building.
