Minutes of 1/21/13 City Council Meeting

The Missouri City, Missouri, City Council held an open meeting 7:00 pm on January 21, 2013 at the MCCA Building. Attending: Mayor Pro-tem Barry Moore, Councilman Lloyd Shockley, Councilman Joe Selle and Councilman Monte Railey. Citizen Lisa Webber also attended.

OPEN SESSION

Mayor Pro-tem Moore advised the Council of final details for the 7:00 pm January 28, 2013 Town Meeting. It will be held at the School Library and hosted by AGC, who will provide status and answer questions regarding the proposed water system overhaul.

Councilman Shockley presented an overview of the Missouri Sunshine Law. He then provided print copies of a proposed resolution to ensure the City is compliant by naming the City Clerk as Custodian of the Records and establishing a process and fees for requests of public records. The document was read silently by all. Councilman Shockley made a motion to adopt the document as city policy via resolution. Councilman Railey seconded the motion. The motion passed 4 to 0. The resolution was ready once in its entirety by Mayor Moore. The City Clerk will type the resolution for a second public reading at the February 11, 2013 Council Meeting.

Councilman Railey reported to the Council that the trash dumped between Hwy 210, Walnut Street and Stillhouse Road was hauled off by citizens rather than MoDot, as previously reported.

Councilman Selle will check with Jim Reppy about repairing damages made November 2, 2012 to the City Well and Pump on Main Street. A member of Mr. Reppy’s family caused the damage and he offered to repair damages within 90 days at the time of the accident. The 90 day deadline is February 1, 2013. If repairs are not made by that date, the City will request a Police Report and file an Insurance claim.

Councilman Shockley made a motion to adjourn the open session and reconvene in a closed session to interview the applicant for the City Treasurer position. Councilman Selle seconded the motion and it passed 4 to 0.

CLOSED SESSION

Due to a 7:30 PM Water Board meeting at the MCCA Building, the Council met for a closed session at the Shockley residence at 607 Bluff Street. The field of four applicants had been narrowed to one at the closed meeting of January 16, 2013. The final candidate was interviewed. After the interview and discussion, Councilman Railey made a motion to hire Lisa Webber as the new City Treasurer. The motion was seconded by Councilman Shockley and passed unanimously 4 to 0. Lisa accepted the offer and will succeed retiring Treasurer Wyanda Talley. Wyanda will train Lisa before retiring in March.

Councilman Railey made a motion to adjourn the closed session. It was seconded by Councilman Shockley and passed 4 to 0. Meeting adjourned.

The next schedule monthly City Council meeting will be held at 7:30 pm on February 11, 2013, at the MCCA Building.
