Minutes of June 11th, 2019, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Tuesday, June 11th, 2019, at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lindsay Eppley, City Clerk Monte Railey, Collector Brandon Gray and Council members Joe Selle, Rockne Gross and Micah Schake.  Councilwoman Sydney Stewart was unavailable.

Mayor Moore called the meeting to order.  Minutes of the May 13th, 2019 meeting were read and approved.  Treasurer Lindsay Eppley provided balance information on City accounts.  Councilman Gross requested complete reports in the future per past practice and the Treasurer agreed.

Councilman Schake made a motion to pay the bills.  The motion was seconded by Councilman Gross and passed 3-0.

Old Business

Water Project:  The State Historical Preservation Office (SHPO) notified the City of another unidentified property affected by the project that will need an archeological survey before they can approve it.  Lisa Danbury with MARC will engage the firm (K+K Engineering) that conducted the original study to survey this property.  Councilman Gross made a motion to authorize the $1,625.00 expense for K+K.  Work continues on easement and design issues.

Sales Tax Proposal:  The City Clerk advised the Council that the proposal for a one percent Sales Tax in Missouri City will appear on the ballot for the August 6th, 2019 election.  A public meeting to discuss the proposal will be scheduled prior to the election.

Law Enforcement terms:  Mayor Moore advised the Council of his attendance at a meeting between Clay County Sheriff Department Captain John Teal, the Clay County Procurement Officer, and representatives from the Cities of Birmingham, Holt, Glenaire and Prathersville to discuss terms for contracted law enforcement.  They agreed to amend the contract to state that Cities are not responsible for expenses incurred coming to and from patrol in their area.

Annexation:  Mayor Moore also advised the Council of a meeting with Himself, City Attorney Steven Wolcott and representatives of MO. City Acquisitions LLC.  MO. City Acquisitions has acquired the old power plant property west of town for use as a port for a sand dredging operation on the Missouri River from Highway 291 to Waverly, MO, that will be leased to Capitol Sand.  They are requesting a voluntary annexation by Missouri City.  Mr. Wolcott will work out details once their petition requesting annexation is received.  Mayor Moore will ask MODOT for a turn lane on M210 to accommodate traffic at the site.  A public hearing regarding the annexation request will be held as the plan advances.

New Business

Recent High Water:  The Mayor and Council agreed to place ads in Liberty and Excelsior Springs papers thanking all who helped during the recent high water episode.   Fifteen water pumps, including a six incher manned by Clay County Highway Department employees ran for up to eight days keeping water from spreading beyond ditches and Water Street.  Praise was heaped on those who donated their time to keep the pumps fueled and running, plus the agencies, businesses and individuals that’s donated food and water for the relief workers.

Mayor Moore shared an invitation for a seminar on the Impact of Medical Marijuana on Missouri Cities to be held June 28th.  There was no interest among the gathering to attend.

Independence Day Fireworks:  Councilman Gross made a motion to allow the discharge of fireworks in the City limits between June 28th and July 7th, 2019.  The motion was seconded by Councilman Selle and carried 3-0.

The next Council meeting is scheduled for 7:00 pm on Monday, July 8th, 2019, at the MCCA Building.

Councilman Gross made a motion to adjourn that was seconded by Councilman Schake.  Meeting adjourned.
