Minutes of May 8th, 2023, City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, May 8th, 2023, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four).

Mayor Moore called the meeting to order.  Minutes from the April 12th, 2023 meeting were read and approved.

Bills to be allowed

General Fund:

(4/23/23) US Treasury – $1060.04 first quarter 941

(4/23/23) MO Division of Employment – $90.20 first quarter payroll tax

(5/12/23) Evergy – $744.10 – five city accounts

(5/2/23) Monte Railey $323.23 April Clerk salary

(5/5/23) Joe Selle – $701.86 April hourly labor

(5/7/23) Bill Slater – $20.00 janitorial services at MCCA Building

 

Waterworks:

(5/2/23) AAA Disposal – $1860.00 February curbside service

(5/2/23) Bank of Orrick – $626.00 water project extend and replace fund

(5/2/23) Brandon Gray – $588.99 April Collector salary

(5/2/23) Brandon Gray -$14.98 April mileage

(5/2/23) Lani Bush – $420.19 April Collector training

(5/2/23) Jim Talley – $341.70 April Meter Reader salary

(5/2/23) Deanna Hufford – $589.19 April Treasurer salary

Councilman Selle made a motion to pay the bills as presented.  The motion was seconded by Councilman Stewart and passed 4-0.

Old Business

Clean Up Days:  The clean up weekend of April 29th & 30th for Missouri City residents did not go as well as past year’s events.  There were reports of non-residents filling the dumpsters up as early as Friday the 28th depriving legal residents from participating.  Due to the overloading, much debris was left on the ground.  Thanks go out to resident Bob Jeffries who used his personal bobcat to clean up the mess.  After discussion, the Council agreed to create a plan for policing the event in the future to ensure city residents are not left out.

Fire Station roof repairs:  Resident Sam Tull, who is also with the Fishing River Fire Protection District, advised the group of attempts to patch the existing roof but believes more substantial repairs are needed.  The problem is causing continuing water damage to Miles Jackson’s adjacent building.  The Council walked down the street to view the situation firsthand.  All agreed that professional repairs are necessary due to the extent of the damage.  Mayor Moore called Chief Walker and was told the Fishing River Fire Protection District board would be advised of the situation.  The city owns the building but terms of the lease state the Fire District is responsible for maintenance.

Rockne Gross Memorial:  After discussion on how to best honor the memory and legacy of former Ward Three Councilman Rockne Gross, Councilwoman Kohl made a motion for the city to make a $100.00 donation to Habitat for Humanity in his honor.  Councilwoman Davis seconded the motion and it carried by a unanimous 4-0 vote.

New Business

2022 Water Consumer Confidence Report:  Mayor Moore advised the Council that the 2022 water system Consumer Confidence Report will be available on the city website as well as on the Post Office bulletin board.   The City Clerk will have a public notice regarding the report’s availability published in the Excelsior Springs Standard.

Website Community Calendar:  No items were identified for June to add to the calendar.

Traffic issues:  Resident Sam Tull and Councilwoman Davis reported issues with reckless underage drivers in unlit vehicles on city streets.   Residents were urged to continue reporting such activity to the Clay County Sheriff’s Department.

City Mowing:  Council Selle advised the Council that he has lined up help to assist with mowing and other city labor as needed during his recovery.  The Council agreed by a 4-0 vote to pay helpers $14.00 per hour.

State and Local Fiscal Recovery Funds (SLFRF) via ARPA (American Rescue Plan Act):  The SRSF Financial Report for ARPA funds spent in 2022 was due on April 30th, 2023.  The City Clerk advised the meeting that the report was submitted electronically on April 28th, 2023, but that he is receiving e-mails stating the report has not been received.  The Clerk will follow up to determine the true status.

 

The next meeting is scheduled for Monday, June 12th, 2023, at 7:00 pm in the MCCA Building.
