Minutes of November 7th, 2019, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Thursday, November 7th, 2019, at 7:00 pm.  Attending:  Mayor Barry Moore, City Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Rockne Gross and Micah Schake.  Treasurer Lindsay Eppley was absent.

Mayor Moore called the meeting to order.  Minutes of the 10/14/19 monthly meeting were read and approved.  The City Clerk will request monthly financial reports be e-mailed to individual Council members.

Bills to be allowed

General Fund:

Monte Railey – $236.98 November salary City Clerk

Rex Brinker – $250.00 ditch work

Bill Slater – $20.00 cleaned MCCA Building twice

Waterworks:

Waste Management – $1815.00 October curbside trash, service

Jim Talley – $252.78 November salary Meter Reader

Brandon Gray – $339.86 November salary Collector 61 miles and 4 additional hours

Kearney Trust (water project pre-construction credit line)- $568.64 interest

Kurt Holland – $41.70 water meter deposit refund

Councilman Gross made a motion to pay the bills that was seconded by Councilwoman Stewart.  The motion passed 4-0.

Old Business

Water Project:  City Attorney Steve Wolcott is completing revised easement packages.  The easement revisions need to be approved by the State Historical Preservation Office (SHPO).  Mayor Moore is still aiming for bidding to begin by January of 2020.

Sales Tax Implementation:  The City Clerk has provided statute information and a list of businesses that should collect the 1% general sales tax approved August 6th, 2019, to the Missouri Department of Revenue for implementation effective 1/1/2020.

Census 2020:  The City Clerk shared information regarding the 2020 Census from training attended for instructing local Complete Count Committees.  Cards asking for completion by April1st, 2020, will be sent in March of 2020 to street mailing addresses.  Census forms can be completed online or by phone call as well as via the traditional mailed paper form.  The local Complete Count Committee for Missouri City is comprised of the Clerk and the four Council members.  They agreed to meet in January separate from Council time for further planning.

Waste Management contract:  The Council has extended the deadline to receive proposals for curbside trash pickup service until November 26, 2019.   A special meeting has been scheduled at 6:00 pm on that date to review proposals solicited by mail on October 23th, 2019.

New Business

Councilman Gross advised the Council of a satellite internet provider that may be interested in tower space in our area.  It could possibly add revenue to the city for tower rental but also provide residents another internet access option.  The Council agreed to further research into the matter.

The next monthly Council meeting is scheduled for 7:00 pm on Monday, December 9th, 2019, at the MCCA Building.

Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart.  Meeting adjourned.
