Minutes of July 9th, 2018, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, July 9th, 2018 at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Rockne Gross and Sydney Stewart.  Councilman Micah Schake was absent.   Also in attendance:  Wilbur Webber and Sophia Betterton.

Mayor Moore called the meeting to order.

Minutes from the June 11th, 2018, meeting were read and approved.  Financial reports for May were reviewed and approved.  Reports for June were not yet available..

Bills to be allowed: Paid 7/9/18 unless noted otherwise.

General Funds

(6/25/18) KCP&L – 863.80 five City accounts

Dep. Cody Minnis – $698.15 twenty eight hours of June patrol

Clay County Sheriff’s Dept. – $42.27 fuel for June patrol (79 miles)

Monte Railey – $236.98 July Clerk salary

Feldman’s – $362.98 string trimmer and oil

Joe Selle – $387.87 mowing and road work

Bill Slater $20.00 for two cleanings of the MCCA Building

US Treasury – $1,008.62 Form 941 2nd quarter payroll taxes

Excelsior Springs Standard – $15.00 ad for citywide garage sale

Brandon Gray – $120.56 reimbursement for yearly hosting and domain fees for city website

Waterworks

(6/25/18) USPS – $140.00 four rolls of postcard stamps for water bills

PWSD #4 – $1,228.02 water 5/29/18-6/26/18 (291,000 gallons)

Kearney Trust Co. – $374.98 interest on water project credit line through 7/2/18

Lisa Webber – $433.92 July salary City Treasurer

Brandon Gray – $259.67 July salary Water Bill Collector

Waste management – $1,815.00 July 2018 trash pick up

Brandon Gray – $98.42 additional hours and mileage for collection duties

Rex Brinker – $250.00 salary for Waterworks Chief Operating Officer July through December 2018

Councilman Gross made a motion to authorize payments.  The motion was seconded by Councilwoman Stewart and carried 3-0.

Old Business

Water Project – AGC Engineering advised Mayor Moore that final plans should be completed within two weeks.  Final plans will then be reviewed by City Waterworks COO Rex Brinker and the MO DNR.   The DNR review is expected to take up to six weeks.  AGC is hoping we will be ready for bidding this fall and start construction in the spring of 2019.

City Hall – Progress scraping paint from the City Hall was made on June 23rd, but more work remains.  Sophia Betterton will coordinate another work day when the summer heat eases up.

Summer activities for kids – The Tuesday Food Friends and Fun program started on July 3rd and will continue through August 14th.  The June 29th movie night went well and more are scheduled for July 27th and August 31st.  A canine demo by Clay County Deputy Tyler Edwards and a water fun day is scheduled for one pm on August 25th and an ice cream social is set for five pm on August  18th.  Details of these and other planned activities will be posted on the Post Office bulletin board and on the City website.

Missouri City Facebook Site – Councilwoman Sydney Stewart and Sophia Betterton are working on establishing a City Facebook site.  Brandon Gray offered assistance as needed.

The Mayor announced that bi-yearly testing of water for copper and lead has been submitted to the DNR.  Results will be posted when they are released.

New Business

2018 Tax Levy Hearing –  The public hearing to set City property tax rates for 2018 is tentatively scheduled for 6:45 pm on Monday August, just prior to the monthly Council meeting.

Mayor Moore announced the annual Water Quality Report from the State will be available in August.

The City recycling bin by the park was vandalized by fire in the early hours of June 30th.  Waste Management will investigate the matter and advise the City of results and course of action.

The next Council meeting is scheduled for 7:00 pm on Monday, August 13th, 2018 at the MCCA Building.

Councilwoman Stewart made a motion to adjourn that was seconded by Councilman Selle.
