Minutes of November 12th, 2018, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, November 12th, at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart.  Also in attendance:   Bill Sharp, Cindy Sharp and Wilbur Webber.

Mayor Moore called the meeting to order.  Minutes from the October 10th, 2018, meeting were read and approved.  Financial reports for October were reviewed and approved.

Bills to be allowed.  Paid today unless noted otherwise.

General Funds

(10/15/18) KCP&L – 750.76 five city accounts

(10/29/18) Sophia Betterton – $60.00 for Halloween supplies

Monte Railey – $236.98 November Clerk salary

Bill Slater $10.00 for cleanings MCCA Building in October

Joe Selle – $432.19 thirty nine hours of city work

Deputy Cody Minnis – $398.94 sixteen hours of October patrol

Clay County Sheriff – $22.47 fuel for October patrol

Waterworks

(10/15/18) Kearney Trust Co. – $374.98 Water Project pre-construction credit line interest through 10/2/18

(10/27/18) United States Postal Service – $140.00 postage for water bills

Doris Selle – $110.82 ten hours of City Treasurer work

Councilman Schake made a motion to authorize payments.  The motion was seconded by Councilwoman Stewart and carried 4-0.

Old Business

Water Project – MO DNR is reviewing final design as submitted by AGC Engineering.  Mayor Moore will meet with Art Akin with AGC and City Water Chief Operating Officer Rex Brinker on November 13th to address technical questions from DNR.  Mayor Moore will also discuss plans to complete ditch clearing in town with Rex Brinker on that date.   The Mayor advised the Council that City water meters have been checked and approved for use.

Computer upgrade for City Clerk – Brandon Gray presented list of laptops that would provide necessary functions for Clerk duties.  The Council reviewed options and authorized purchase of an Acer Swift 3 Laptop and a yearly subscription for Office Word.  Brandon will determine where to purchase and pass info to the Clerk to complete transaction.

New Business

Mayor Moore will contact KCP&L to request streetlight on Gano Street south of Main and to inquire about two new streetlights on Walnut Street north of Mo Hwy 210.

A complaint was lodged regarding an abandoned refrigerator in the yard at 216 Walnut.  The Clerk will attempt to call the property owner prior to initiating abatement process.

Billing for mowing at 613 Bluff Street twice will sent to the property owner.

Councilman Gross asked the Council if any more thought had gone into a possible City Sales Tax.  The Council was receptive and directed the Mayor to discuss the issue with City Attorney Steven Wolcott.

The City Clerk has not received a package for the 2019 Spring election from the Clay County election Board yet but confirmed races for Mayor and Council seats for Wards One and Three will be on the ballot.

The next Council meeting is scheduled for 7:00 pm on Monday, December 10th, 2018 at the MCCA Building.

Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart.  Meeting adjourned.
