Minutes of August 14th 2023, City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, August 14th, 2023, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four), plus residents Doris Selle, Cassidy Russell, Danny Bush, Dale Bush, David Bush and Bob Jeffries

Mayor Moore called the meeting to order.  Minutes from the July 10th, 2023 meeting were read and approved.

Councilwoman Kohl made a motion to authorize payment of the bills as presented.  The motion was seconded by Councilman Selle and passed by a
4-0 vote.

Old Business

Clay County Sheriff LERC:  Mayor Moore and Councilwoman Kohl advised the gathering that Sheriff Akin has pulled the request to develop the LERC on the BFI  Landfill site.  He has identified two other potential locations but reserves the right to conduct training exercises at that location.

Fire Station Repairs:  The Council reviewed correspondence between City Attorney Steve Wolcott and Fishing River Fire Protection District Treasurer Mark Beggs regarding repair options for the station and adjacent buildings.  After discussion including brothers David, Dale and Danny Bush, owners of an affected adjacent building, those present agreed meetings between all impacted parties are necessary for resolution.  Indoor problems are not addressed in the document.

City Hall Door:  Councilwoman Kohl is working with representatives from Lowes to arrange door replacement.

Evergy Issues:  Mayor Moore is communicating with Evergy regarding flickering light on Walnut and request for new streetlight.

PERC Events:  PERC Coordinator Cassidy Russell presented plans for upcoming PERC activities.  They include a back to school supplies drive through August 18th and a clothing and small household item drive to culminate in a benefit sale on September 22nd through 24th at the MCCA Building.  Flyers advertising the events will be posted on the city calendar and website.

Pothole Repair:  Resident Bob Jeffries will assist Mayor Moore with patching of potholes.  They are determining whether hot or cold patch can be arranged.

 

New Business

Trimming for Winter:  Resident Bob Jeffries will be helping with city tree and brush trimming.  He advised the gathering that many trees need trimmed prior to winter.  Mayor Moore will advise affected residents.

MCCA Building:  Mayor Moore is shopping for paint and other supplies needed to freshen up the MCCA Building inside and out.

City Clean Up in October:  The Council agreed to sponsor another clean up weekend by bringing in dumpsters for use by CITY RESIDENTS ONLY!  The City Clerk will check with AAA Disposal for dumpster availability dates.

September meeting and 2023 Tax Levy Hearing:  Due to scheduling conflicts the Council agreed to hold the September Monthly Council meeting at 700 pm on Monday, September 25th.  It will be preceded by the 2023 Tax Levy Hering at 6:45. This will allow all members to attend and ensure the City Clerk has received the necessary figures to calculate the levy rate.  The Council approved Levy must be received by the County Clerk prior to October 1, 2023.

Website Community Calendar:  PERC events will be added.

The next monthly meeting is scheduled for September 25th, 2023, at 7:00 pm in the MCCA Building.
