Minutes of January 19th, 2021 Special Council Meeting
The Missouri City, Missouri, City Council held a special open meeting at the MCCA Building on Tuesday, January 19th, 2021, at 5:00 pm. Attending: Mayor Barry Moore, Bond Counsel Sid Young with Gilmore-Bell, Project Engineer Art Akin with AGC Engineering, Jana Brandt with USDA Rural Development, Lisa Danbury with MARC representing CDBG, City Clerk Monte Railey, Council members Sydney Stewart, Rockne Gross and Micah Schake. Councilman Joe Selle was ill and unable to attend.
Mayor Moore called the meeting to order. He reported to the Council on the pre-closing and pre-construction meetings held earlier that afternoon. Construction will commence on February 1, 2021.
The order of the special session was to read and approve Ordinances 152 & 153, plus Resolution 21.2. related to the Water Project.
Ordinance 152, authorizing issuance of thirty five year Water Works Revenue Bonds at an interest rate of 3.5%, was read twice by title per the City Attorney. After discussion, Councilman Gross made a motion to pass as read that was seconded by Councilwoman Stewart and carried 3-0.
Ordinance 153, authorizing issuance of advance bonds for interim financing during construction, was read twice by title. After discussion, Councilman Gross made a motion to approve the ordinance as read. The motion was seconded by Councilman Schake and passed 3-0. Final bond signing will occur after construction is completed.
Resolution 21.2, attached compliance for tax exemption and that the City will track all funds to ensure they are used only for intended purposes, was read twice by title. After discussion, Councilman Gross made a motion to adopt the resolution as read. The motion was seconded by Councilman Schake and passed 3-0.
Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart. Meeting adjourned. The next regular monthly meeting is scheduled for 7:00 pm on Monday, February 8, 2021.
