Minutes of February 16th, 2022, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Wednesday, February 16th, 2022, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart, Joe Selle, Rocky Gross and Brian Adcock, plus visitors Cassidy Russell and School Superintendent Dr. Matt Copeland.

Mayor Moore called the meeting to order.   January 10th meeting minutes were read and approved.

Bills to be allowed

General Fund:

Councilman Gross made a motion to authorize payment of bills that was seconded by Councilman Adcock.  The motion passed by a vote of 4-0.

 

Old Business

Water Project:  Mayor Moore is working on completing final paperwork needed to close out the project.  According to the Mayor, even with a final unreceived bill from AGC Engineering for approximately $57,000.00 pending, the project will still come in around $130,000.00 under budget.

Boring under Highway M210:  No bids have yet been received as plans are still incomplete.

Brandon Gray provided water collection status to the Council.

Mayor Moore reported on attending a Clay County Commission Meeting and being advised of possible funds available to the City via the American Rescue Plan Act.  Applications are being completed to confirm City interest in participating.  According to available data, Missouri City may be eligible for as much as $59,728.53 in NEU Covid Relief Funds.  The deadline to apply is February 22nd, 2022.

The Mayor advised the Council that he hopes to meet with the Sheriff’s Department next week to discuss Nuisance Ordinance enforcement concerns previously expressed by the Council.

Plans for additional streetlights are being researched.

New Business

Missouri City School Superintendent Dr. Matt Copeland was introduced to the gathering.  He and DARE Co-ordinator Cassidy Russell expressed support for student participation in a City pride and cleanup program in preparation for the May 7th parade.  The City Clerk will contact AAA Disposal to confirm dates in April to place three forty yard dumpsters in town.

Mayor Moore suggested moving City bank accounts from Bank Midwest in Excelsior Springs to Orrick Bank in Orrick.  He thinks it will be more convenient for the City Collector and Treasurer since they both reside in the Orrick area and will reduce travel issues and expenses.   Councilman Gross made a motion to make the changes after the final expenses for the Water Project are paid.  The motion was seconded by Councilman Stewart and passed 4-0.  The Council agreed to leave the City’s money market account with Bank Midwest.

The next monthly meeting is scheduled for Monday, March 14th, 2022, at 7:00 pm in the MCCA Building.
