Minutes of June 12th, 2017, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, June 12th 2017 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Micah Schake, Sydney Stewart , Joe Selle and Rocky Gross.  Also in attendance:  Steven Eppley, Lindsay Eppley, Sophia Betterton, Billy Betterton, Wilbur Webber, Paul Ash, Theresa McKown, and Cpl. Tyler Edwards.

Mayor Moore called the meeting to order.

Minutes from the May 17th, 2017, meeting and May 2017 financial reports were read and approved.

Bills to be allowed (paid June 12th, 2017, unless noted otherwise)

General Funds

Dep. David Allen – $199.48 for eight hours of May patrol

Clay County Sheriff’s Dept. – $27.82 fuel for May patrol (99 miles)

Monte Railey – $220.43 June City Clerk salary

Joe Selle – $473.66 for 46 hours city work

Waterworks

(6/5/17) Kearney Trust Co. – $342.95 interest on water project credit line through 5/23/17

PWSD #4 – $1210.95 water from 4/29/17-5/25/17

United State Postal Service (USPS) – $49.00 postage for utility bills

Lisa Webber – $403.65 June salary City Treasurer

Brandon Gray – $241.55 June salary Water Bill Collector

James Talley Jr – $327.48 June salary Meter Reader plus $100.00 in/out fees

Brandon Gray – $32.66  two hours of additional collection activity and 21 miles

Kearney Trust Credit Line

AGC Engineers – $1725.00,  Invoice 05-201734, water project work

Councilman Schake made a motion to authorize payments.  The motion was seconded by Councilman Selle and carried 4-0.

Old Business

City Hall Exterior Repairs – Councilman Schake advised the Council that he will continue work on City Hall as his schedule allows.

Bat Houses for Insect control – Orders were placed for at least twelve bat houses to be constructed by Councilman Gross

Ditch Clearing – Mayor Moore advised the Council that the County will not be assisting the City with ditch clearing.  He proposed renting a trencher and hiring Ronnie Marrant to operate it.  The Mayor provided estimated rental fees and offered to cover the deposit with his credit card and be reimbursed by the City.  Councilman Schake made a motion to rent from Home Depot.  The motion was seconded by Councilman Selle and carried 4-0.

Recycle Bin – Usage appears to be down since the move behind the park.  The Council agreed to research moving it to closer to the City Garage.

Water Project – All necessary documents and data for the USADA loan have been assembled and the online application process will be started this week.

New Business

Citizens discussed security concerns with Cpl Edwards.

Ordinance 145- An ordinance establishing a citywide speed limit of 25 MPH except where posted otherwise was read once in its entirety and twice by title.  Councilwoman Stewart made a motion to pass it as read and was seconded by Councilman Gross.  It carried 4-0.

Ordinance 146 – An ordinance authorizing a legal service agreement with City Attorney Steven Wolcott to handle legal affairs related to the water project was read once in its entirety and twice by title. The ordinance authorized Mr. Wolcott to act on behalf of the City with a $3,000.00 limit on billed services.  Councilman Gross made a motion to adopt it as read.  The motion was seconded by Councilman Selle and carried 4-0.

2016 Annual Water Quality Report is available.  Notice will be posted on the City website, at the Post Office and in the Excelsior Springs Standard.  A link to the complete report will added to the City website.   Hard copies can be requested via the City Clerk for a fee of $1.00 per page.

Fireworks – After discussion, the Council authorized the discharge of fireworks within City limits from 6/30/17 through 7/9/17.

Community Expectations – Councilman Gross reminded the Council of its commitment to the residents of Missouri City and encouraged everyone to be timely and efficient in performing their duties.
