Minutes of May 10th, 2021, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, May 10th, 2021, at 7:00 pm.  Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart, Rockne Gross and Joe Selle.  Councilman Micah Schake was unavailable.

Mayor Moore called the meeting to order.  Minutes of the April 12th, 2021, monthly meeting were read and approved.  Financial reports e-mailed by the Treasurer prior to the meeting were discussed and approved.

Councilman Selle made a motion to authorize payments that was seconded by Councilman Gross.  The motion passed by a vote of 3-0.

Warrant books have been established to track Water Project payments for CDBG and USDA funds.

Old Business

Dead Trees in City Park:  Northwest Tree Service is scheduled to remove the dead elm trees from the park this week.

Water Project:  Construction continues.  Approximately 80% of the new pipe for the new system loop has been installed.  When the loop is complete, hook ups to individual customers including new meters and pits will follow.  Pay request #4 was presented to the Council for review.  A net sum of $388,216.19 includes $2,386.35 for AGC Engineering, $114,730.91 for the Kearney Trust pre-construction credit line payoff, $262,098.93 for contractor Orr-Wyatt Streetscapes, $3,000.00 for City Attorney Steve Wolcott’ contract and bid review, and $6,000.00 for MARC fees (3rd installment of $24,000.00 total).  According to the Mayor there is $287,029.00 remaining in CDBG funds.  Councilman Gross made a motion to authorize payment of the $388,216.19 payment of pay request #4.  The motion was seconded by Councilman Selle and passed 3-0.  The Mayor explained the break last week in the existing pressure regulator and the repair.

City Code Violations: Mayor Moore is contacting residents regarding City Nuisance Ordinance violations.  Councilmen Selle and Gross will compile a list of other possible violation sites.

Clean Up Days:  The April clean up days were deemed a success so the Mayor suggested a second event later this year.  The issue was tabled and will be addressed in August.

Curbside Trash Service:  Mayor Moore advised the Council that he discussed resident concerns with the trash truck crew and the proprietor of AAA Disposal.  They believe all individual problems have been addressed and resolved for now.

New Business

Capitol Sand Street Request:  Capitol Sand has asked the City to change the entry road to the sand plant from private to public status.  That will enable them to be eligible for a lower cost Railroad crossing gate via a grant.  The Council agreed and City Attorney Wolcott will initiate the request with property owner Missouri Acquisitions.  Due to the heavy truck load Capitol Sand will be responsible for road maintenance.  The proposed status change would apply to the road from MO Hwy 210, across the tracks to the Capitol Sand gate.

Renumeration:  Councilman Rocky Gross asked the Council to consider some type of compensation for the many hours Mayor Moore has spent daily on the water project installation for inspection and documentation.  The Councilman suggested $1.000.00 but is open to discussion.  The issue was tabled until June for further discussion prior to a vote.

Donated Pump:  The Mayor announced that the Clay County Highway Department obtained a new pump for emergency flooding and has donated the old one to Missouri City.  This is the pump they have loaned to the City during previous flooding.

The next monthly meeting is scheduled for Monday, June 14th, 2021, at 7:00 pm in the MCCA Building.
