Minutes of April 15, 2024 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, April 15th, 2024, at 6:30 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four).   Also in attendance were David Bush, Dale Bush, Doris Selle, Bob Tarver, Micah Schake and James Schake.

Mayor Moore called the meeting to order.  Minutes from the March 11th, 2024 meeting were read and approved.

Councilperson Kohl made a motion to authorize payment of bills as presented.  The motion was seconded by Councilman Stewart and passed by a 4-0 vote.

Old Business

City Hall Door:  The new door has arrived and installation will follow soon.  Installer John Tennant requested via the Mayor for the Council to decide on the color.  After discussion, red was chosen.  Mayor Moore will advise Mr. Tennant of the decision.

Ditch Work:  Shea Services, the ditch work contractor, has cleared most, but not all, ditches in town needing attention.  They have another commitment at this time but will return at a later date to continue the project.

Fire Station Roof Repairs:  The Council and other meeting attendees discussed details of the four received bids for roof repairs. JB & Brothers Roofing had the low bid but the gathering voiced support overall for the offer from Classic Roofing.  Dale and David Bush, co-owners of the adjoining building to the west asked if any of the bids include a roof pitched to the south to prevent drainage on to their building.  None specifically mentioned it.  Mayor Moore will check with Classic Roofing and report back to the Council.

City Phone:  Councilperson Kohl presented her findings on obtaining a cell phone for city use and porting number 816 750 4481 to that account.  The Council decided to use the service offered by Verizon for a Govt./Business account.  The number is currently the residential line for City Clerk Monte Railey.  The Railey’s will arrange for new wi-fi service and follow up with the city.

Streetlight Repairs and Additions:  Mayor Moore will follow up again with Evergy.

April 2nd City Election:  Due to confusion over Ward boundaries, candidate Joe Selle was on the ballot for the Ward Two Council seat but received no votes.  The candidate and his wife were given Ward Three ballot at the polling place and questioned why?  Mayor Moore met with Clay County Election Board and was told the boundary for Wards Two and Three runs through the middle of the Selle house on Main and that recently issued Voter ID cards identified them as Ward Three residents.  Councilperson Selle has represented Ward Two from the same address since July of 2005 without issue.  As a result, no official votes were cast for Ward Two and the seat is open.  Per the board, they will update their records to correctly reflect Joe and Doris Selle residing in Ward Two and the Council must appoint a Ward Two resident to serve until the Spring 2025 election.  At that time, the seat will appear on the ballot for one year to complete the original two year term.  Historical Ward election schedules (Mayor, Wards One & Three in odd years, Wards Two & Four in even years) will resume with the 2026 election.

Ward Two Council Seat :  Councilperson Davis made a motion to appoint Joe Selle to a one year term representing Ward Two.  The motion was seconded by Councilperson Stewart and passed by a vote of 3-0.

Clean Up Weekend:  It was confirmed dumpsters will be placed in front of the city garage on Main Street Friday, April 19th, for the Spring Clean up weekend.

New Business

Council worn in:  Councilpersons Joe Selle and Johanna Davis were sworn in to represent Wards Two and Four respectively.

May 4th Parade and School Fair:  Cassidy Russell presented plans for the annual parade and fair afterward at the school on Saturday, May 4th.

Credit Card for Treasurer:  After discussion, the Council authorized City Treasurer Deanna Hufford to apply for a city credit card for future water bill card stock purchases.  A limit of less than $1,000.00 was requested.

Water Project Interest Check:  Mayor Moore reported the city received a check in the amount of $746.65 for interest accrued on an account established for pre-construction expenses for the now completed water project.  The check will be deposited in the city general fund.

Former resident and Micah Schake advised the gathering that he is resuming renovations to his house on Gano Street and plans to move his family back to town when done.

New Weed Eater:  Joe Selle advised the Council of the need for repairs to the ten year old city weed eater.  The Council authorized funding for repairs to the current tool and purchase of a replacement as well as feed and seed for River Park to be purchased at Feldmans in Liberty.

Rural MO Water Association:  A letter was received from the Rural Missouri Water Association regarding membership status and a ballot for voting on the Missouri Public Services Commission Board.  Action was required by March 15th, 2024, so n action was taken.and

Move City General Fund and Waterworks Checking accounts:  Mayor Moore, at the request of the City Treasurer, asked the Council to consider moving city general fund and waterworks checking accounts from Bank Midwest in Excelsior Springs to the Bank of Orrick, Missouri.  New procedures for monitoring daily checking account status are proving cumbersome, inconvenient and ineffective.  After discussion, Councilperson Stewart made a motion to establish checking accounts for the City of Missouri City General Fund and Waterworks at the Bank of Orrick, Missouri, with Missouri City, Missouri, Mayor Barry Moore and City Treasurer Deanna Hufford as signatories and to move existing assets to the new accounts.  The motion was seconded by Councilperson Kohl and carried by a 4-0 vote.

Community Calendar:  May 4th parade and school fair (10 am)

The next monthly meeting is scheduled for Wednesday, May 15th, 2024 at 6:30 pm in the MCCA Building.
