Minutes of October 10, 2022, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, October 10th, 2022, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey and Council members Mickey Stewart, Joe Selle and Johanna Davis.  The Ward Three council seat is vacant.

Mayor Moore called the meeting to order.  Meeting minutes from September 12, 2022, were read and approved.

 

Bills to be allowed   (paid 10/7/22 unless noted otherwise)

Councilwoman Davis made a motion to pay the bills that was seconded by Councilman Selle.  The motion carried 3-0.

Old Business

2022 Tax Levy:  City Clerk Railey advised the Council that the 2022 Tax Levy of $.8179 was received and certified by the Clay County Clerk on September 28. 2022.

ARPA Funds Via Clay County Commission/New Water Project to bore line under MO Hwy 210:  The Clay County Commission approved $80,000.00 in County ARPA funds for boring a new water line under MO Hwy 210.  Mayor Moore has notified Decker Construction to begin the project as their schedule permits.  Water shutoffs should be minimal and the city will coordinate with Decker to advise the public in advance when they occur.

Capitol Sand Street Request:  Plans have been completed for converting the private power plant road to a public street named Capitol Sand Drive.  This will enable it to be eligible for public funding for upgrades to the road, highway intersection and railroad crossing.  Details of the project, including future maintenance responsibilities for Capitol Sand and Missouri City Acquisitions, are covered in pending Resolution #154.  The resolution was up for a vote tonight but after reading, it was determined approval is contingent on completion of upgrades addressed in the document.  The vote on Resolution #154 was tabled until conditions are met. Mayor Moore will consult Capitol Sand.

Ditch clearing:  The City is still seeking someone with the proper equipment to clear ditches in town.

City Hall Repairs:  Repairs are underway.

Ward Three Council Vacancy:  The Council is still seeking someone to serve as Third Ward Council At Large for the vacant seat that expires in April of 2023.  Interested parties can contact the Mayor, Clerk or other Council members.

October Clean Up Days:  Three Forty yard dumpsters will be placed in front of the city garage on Friday, October 21st, for the cleanup days weekend. They are to used for non-toxic items not picked up on normal trash days and not to be piled higher than the dumpster walls.

New Business

The Council authorized plans to winterize the city truck.  It was also decided there is enough sand/salt mix to start the winter season so none will be ordered at this time.

The next monthly meeting is scheduled for Monday, November 14, 2022, at 7:00 in the MCCA Building.
