Minutes of October 9th 2023, City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, October 9th, 2023, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four), plus residents Doris Selle, Danny Bush, Doris Selle, John Tennant and Krissy Tennant.

Mayor Moore called the meeting to order.  Minutes from the September 25th, 2023 meeting were read and approved.

Bills to be allowed

General Fund:

Waterworks:

Councilwoman Davis made a motion to authorize payment of the bills as presented.  The motion was seconded by Councilman Stewart and passed by a
4-0 vote.

Old Business

Evergy/Streetlight issues:  Mayor Moore advised the group that Evergy has been provided with exact locations of the flickering streetlights and where to add new lights to existing poles.

Fire Station Repairs:  The Mayor is working on obtaining two additional bids for repairs to the downtown fire station.  The Fishing River Fire Protection District has agreed to cover repair expenses but requires three bids.

City Hall Doors:  Resident John Tennant offered his thoughts on replacing the doors.  It was agreed that custom made solid oak doors are cost prohibitive and bids will be accepted for replacement with fiberglass or metal doors finished to look like wood.  Mr. Tennant will research and report back to the council with a bid.  The Council agreed to try to maintain the look and historical integrity of the structure when possible.

Ditch clearing:  The party engaged for ditch clearing is still busy with harvest so the project has been delayed until that has been completed.

October Cleanup Weekend:  All agreed the October clean up weekend was successful.  At least one out of towner attempting to use the dumpsters was stopped thanks to resident Bob Jeffries.

Mayor Protem:  After discussion, Councilwoman Kohl volunteered for the position.  Councilwoman Davis made a motion to appoint Jan Kohl Mayor Protem.  Councilman Stewart seconded the motion and it carried by a vote of 4-0.

Overgrown Lots:  Mayor Moore will provide information to the Clerk to send letters notifying property owners in violation of the Nuisance Ordinance for overgrown yards.

New Business

Website Community Calendar:  Nothing new was identified.  Trunk or Treat events sponsored by PERC (10/26/23 from 6-8 pm) and the Christian Church (10/29/23 at 4 pm) were previously added to the calendar.

Due to scheduling conflicts, the next monthly meeting is scheduled for Monday, November 20th, 2023 at 7pm in the MCCA Building.
