Minutes of February 12th, 2024 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, February 12th, 2024, at 6:30 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four), Water Bill Collector Lani Bush, plus residents Danny Bush, Belinda Tarver and Bob Tarver.

Mayor Moore called the meeting to order.  Minutes from the January 15th, 2024 meeting were read and approved.

 

Bills to be allowed

 

General Fund:

(1/12/24) Bob Jeffries – $57.00 gas for city truck

(1/16/24) Shea Services – $1917.96 installation of culvert on Talley Alley at Wood Street

(1/18/24) Orrick Gas – $537.00 propane for MCCA Building

Councilwoman Davis made a motion to authorize payment of the bills as presented.  The motion was seconded by Councilman Selle and passed by a
4-0 vote.

 

Old Business

Evergy/Streetlight issues:  Mayor Moore is waiting for confirmation from Evergy for status of requested repairs and installations.

Fire Station Repairs:  The company that was to provide the third bid has not responded since visiting the site.  After discussion, it was decided to pursue another party for the third bid required by the Fishing River Fire Protection District.

City Hall Doors:  The check submitted for the new door was compromised and is under investigation by the bank for check washing.  The project is temporarily on hold pending resolution.

Ditch clearing:  Work continues.  The culvert replacement at Talley Alley and Wood Street has been completed.

Water Bill Issues:  Recent water bill issues and questions were discussed.  Some issues with spreadsheets have been resolved.  Erroneous late fees have been removed.  It was noted that USPS delivery discrepancies have also been identified as a problem.

 

New Business

213 St Bernard – Bob and Belinda Tarver asked the city to provide a letter verifying improvements to the electrical feed at 213 St Bernard meet city approval.   Mayor Moore will create a draft for the Clerk to prepare for the Tarvers to present to Evergy.  The Tarvers also expressed concerns about draining problems where the property driveway meets St Bernard Street.  The problem has been accelerated by the recent water line project.  Mayor Moore will inspect the site to determine what ditch and culvert changes are needed.

City Wages – City wages were reviewed.  After discussion it was decided to raise only the Treasurers pay at this time.  Councilwoman Davis made a motion to raise the Treasurer salary to $750.00 per month.  The motion was seconded by Councilwoman Kohl and passed by a 4-0 vote.  The change will be effective with February wages.

Changes to City Phone line:  816 750-4481 is listed as the contact number for the city government of Missouri City, Missouri.   It is the home phone number of City Clerk Monte Railey and has been used over ten years in lieu of not having a full time open and staffed City Hall.  Due to continuing problems with local phone and internet access the Clerk asked the Council to consider changing service by porting the number to a cell phone and using a “hot spot” for internet access.  Doing so would improve telephone communications for the city and also enable the phone and service to transfer easily to future City Clerks.  The Council was agreeable to possible changes and Councilwoman Kohl volunteered to investigate options.

Community Calendar:  The April 2nd City election will be added to the city website community calendar.

 

The next monthly meeting is scheduled for Monday, March 11th, 2024 at 6:30 pm in the MCCA Building.
