Minutes of October 11, 2021, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, October 11th, 2021, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart, Rockne Gross, and Joe Selle, plus resident Brian Adcock.
Mayor Moore called the meeting to order. The monthly September 13th meeting was cancelled for lack of a quorum but minutes of the September 20th 2021 Tax Levy Hearing, Water Project CDBG Closeout Hearing and Special Council session were read and approved.

Councilman Gross made a motion to authorize payment of bills that was seconded by Councilman Stewart. The motion passed by a vote of 3-0.
Old Business
Ward Four Vacancy: Ward Four resident Brian Adcock volunteered to fill the Council seat vacated by Micah Schake for the duration of the term that will last until the 2023 Spring election. After brief discussion, Councilman Selle made a motion to install Mr. Adcock as Ward Four Councilman. The motion was seconded by Councilman Gross and carried 3-0. Mr. Adcock was sworn in by the City Clerk to begin his term.
Water Project: Mayor Moore presented Payment Request #9 to the Council. It includes charges of $1,922.50 from AGC Engineering for property line surveying and verification plus $26,935.49 from Orr Wyatt Streetscapes for a total sum of $28,156.99. After discussion, Councilman Gross made a motion to pay it as presented. Councilman Adcock seconded the motion and it carried 4-0. Per Mayor Moore, the project is nearing completion with five items remaining. Meter pits were installed on 146 properties, with 133 active at this time.
2021 Tax Levy: The City Clerk confirmed the 2021 Missouri City Tax Levy was filed with the Clay County Clerk on September 29, 2021. The 2021 rate is set at $.7875 per $100 evaluation.
New Business
Winter Preparation: Councilman Selle reported on inspecting the salt/sand spreader prior to winter weather. The Council authorized winterizing service for the city truck.
The next monthly meeting is scheduled for Monday, November, 8th, 2021, at 7:00 pm in the MCCA Building.
