December 2012 Council Meeting

The Missouri City, MO., City Council met at the Community Building at 7:30 pm on 12/10/12 for their monthly meeting. Attending: Council members Barry Moore (also presiding as Mayor Pro-tem), Joe Selle, Janet Kaczmarek, and Monte Railey (Acting City Clerk), Treasurer Wyanda Talley and Water Bill Collector Brandon Gray. Citizens Lloyd Shockley and Bill Farrar were in the gallery.

BILLS TO BE ALLOWED:
Missouri Mutual Insurance – $1,082.00 (Workmen’s Comp 2013)
Monte Railey – $225.21 (City Clerk)
KCP&L – $653.23 (four city accounts)
MOPERM – $3,065.00 (Liability Insurance 2013)
Jim Talley – $240.24 (Water Meter Reader)
Wyanda Talley – $412.40 (City Treasurer)
Brandon Gray – $190.18 (Water Bill Collector)
Public Water Supply district #4 – $1,600.34
Deffenbaugh Disposal – $1,110.12
Councilman Selle made motion to pay bills, seconded by Councilwoman Kaczmarek. Motion passed.

OLD BUSINESS:
Mayor Pro-tem Moore drafted letter explaining shut off process for water customers in arrears that have not contacted the City for payment arrangements. Barry asked Brandon Gray to handle the letter process. He agreed , and will work from a monthly report to be provided by the Mayor. Those who are 60 days behind and have not contacted the City are subject to the new shut-off process.

The Mayor provided Water System Levy election results (36 yes, 15 no) to AGC for inclusion in Grant and loan forms. AGC wants to conduct a town meeting after the January 2013 Council Meeting to explain project status and projected rate increases. The Council will schedule this meeting at the January meeting. Barry Moore will consult with City Attorney Steven Wolcott regarding process and guidelines for raising rates.

NEW BUSINESS:
Bill Farrar has purchased Lot #5 on Water Street and inquired about building permits. He was advised of $15.00 permit fee.

Mayor Pro-tem Barry Moore and Councilman Joe Selle will check the water meter at 702 Gano to ensure it is working properly.

Treasurer Wyanda Talley advised Council of depleted General Funds due to yearly insurance payments. Councilman Railey made a motion to cash an $18,000.00 CD at Bank Midwest. Councilwomen Kaczmarek seconded it and the motion passed. The Council agreed to use needed funds for City expenses due before 2012 tax revenue is received, and then open a new CD with the balance. Councilman Selle will ask the County Collector when the city can expect the tax revenue.

Acting City Clerk Railey advised the Council that announcements regarding the filing period (12/11/12-1/15/13) of candidates for the 2013 Spring Municipal election have been posted at City Hall, the Community Building, as well as on the city website. The 12/11/12 Excelsior Springs Standard and the 12/12/12 Town & Country Leader will also carry the announcement.

Due to her recent move, Councilwoman Janet Kaczmarek tendered her resignation from the 4th Ward council seat. Her term expires in 2014. Mayor Pro-tem Moore accepted the resignation and thanked Janet for her service. The Mayor appointed Lloyd Shockley to complete the 4th Ward term. Lloyd was sworn in.

Mayor Pro-tem Moore will investigate the possibility of attaching unpaid water bills to future tax statements. He will also check on how the City can receive details of resolution of City Court cases, and if City Attorney fees can be included in the fines.

Councilman Selle made motion to adjourn, seconded by Councilman Railey. The motion passed and the meeting was adjourned.

Next meeting is scheduled for Monday, 1/14/13, at 7:30 pm.
