Minutes of July 8th, 2019, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, July 8th, 2019, at 7:00 pm.  Attending:  Mayor Barry Moore, City Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Rockne Gross and Micah Schake.

Mayor Moore called the meeting to order.  Minutes of the June 11th, 2019 meeting were read and approved.  Treasurer Lindsay Eppley provided financial reports but was not in attendance due to a family emergency.

Bills to be approved:  (All bills paid June 8th unless noted otherwise)

General Funds

Missouri Rock Co. – $378.00 rock for Still house Road repairs

Monte Railey – $236.98 July Clerk salary

Excelsior Springs Standard – $56.00 for publishing ad thanking those who helped pump during recent high water

Bill Slater – $20.00 – MCCA Building cleaned twice

Brandon Gray – $120.56 reimbursement for yearly web hosting and domain fee for city website

Rex Brinker – $250.00 Labor for Stillhouse Road repairs

Waterworks

(7/1/19) USPS – $140.00 four rolls of stamps for utility postage

Kearney Trust Co. – $527.19 interest on water project pre-construction credit line through 6/24/19

Rex Brinker – $250.00 Salary July-December for Waterworks Chief Operating Officer

Brandon Gray – $319.978 July Collector salary plus 4.46 addition hours and 22 miles

James Talley Jr – $272.78 July salary Meter Reader plus one in/out fee

Waste Management – $1,815.00 June curbside trash service

Councilman Schake made a motion to pay the bills.  The motion was seconded by Councilman Selle and passed 4-0.

Old Business

Water Project:  On July 6th, 2019, K+K Engineering performed the archeological Survey on the additional property identified by the State Historical Preservation Office (SHPO).  The City must wait for results before proceeding with final design and subsequent project bidding.    The Council agreed to establish a means of recording payments from CDBG Grant funds for project expenses.  Payment of any submitted invoice must first be authorized by City Clerk Monte Railey and Council members Sydney Stewart and Rocky Gross before checks can be written.   Project Financial Assistant Lisa Danbury with MARC and CDBG officials also track invoice and payment information but the Council wants local tracking as well.

Sales Tax Proposal:  The Council scheduled a public meeting to answer any questions about the proposed one percent Sales tax on the August 6th, 2019 ballot.  It will be held at 7:00 pm on Tuesday, July 30th, at the MCCA building.

Law Enforcement terms:  Mayor Moore advised the Council that the new agreement is pending.

Annexation:  Details of the voluntary annexation of the former power plant site west of the current city limits are being worked out by City Attorney Steven Wolcott and representatives of Missouri City Acquisitions LLC. prior to filing the petition.  A public hearing will be scheduled as the plan advances.

Plans to trim overhanging trees and brush on City streets were made.

The Mayor advised the Council that the yearly Consumer Confidence report for the city water system has not yet been received from the state.  It will be posted for public display after it is made available.

New Business

An unlicensed and apparently abandoned vehicle on Walnut Street will be reported by Mayor Moore to the Deputies working on City time.  It was originally reported to the County but referred back to the City after a Clay County Deputy checked the VIN and determined it was not stolen.

Councilman Gross made a motion to adjourn that was seconded by Councilman Schake.  Meeting adjourned.
