Minutes of November 13th, 2017, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, November 13th, 2017 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Micah Schake and Rocky Gross.   Councilwoman Sydney Stewart was absent.  Also in attendance:  Wilbur Webber.

Mayor Moore called the meeting to order.

Minutes from October 17th, 2017, meeting and October 2017 financial reports were read and approved.

Bills to be allowed (paid November 13th, 2017, unless noted otherwise)

Dep. David Allen – $199.48 eight hours of October patrol

Dep. Cody Minnis – $299.398.94 – Sixteen hours of September patrol

Clay County Sheriff’s Dept. – $54.77 fuel for 102 miles of September patrol

KCP&L – $706.01 four City accounts

Waterworks

(10/31/17) – $136.00 postage for utility bills

(11/2/17) Kearney Trust Co. – $378.36 interest on water project credit line through 10/23/17

Councilman Gross made a motion to authorize payments.  The motion was seconded by Councilman Schake and carried 3-0.

Old Business

Water Project – The USDA loan application was signed and submitted on November 3rd, 2017.  Mayor Moore reported that USDA has already approved the hydraulic study and is reviewing the loan application.

New speed limit signs – Mayor Moore advised the Council that signs will be installed to reflect speed limit changes.

Winter preparation – The truck is being serviced and the original (from 2005) drag chain on the salt spreader is being replaced.  The salt pile is covered with a secured tarp.

City Hall exterior –  Councilman Schake advised the Council he will complete repairs as his schedule allows.

New Business

Spring 2018 City Election –  The City Clerk advised the Council that Council positions for Wards Two and Four are up for election on April 3rd, 2018.  The filing period will be from December 16th, 2017 through January 16th, 2018.  The Clerk will post public notices regarding the election and filing period at the Post Office, on the City website and in the Excelsior Springs Standard.

City Treasurer Lisa Webber reported problems with her work printer to the Council.  They authorized her to repair or replace as necessary.

The next Council meeting is scheduled for 7:00 pm on Monday, December 11th, 2017, at the MCCA Building.
