Minutes of January 11th, 2021, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, January 11th, 2021, at 7:00 pm.  Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Rockne Gross and Micah Schake.  Councilman Joe Selle was ill and unable to attend.

Mayor Moore called the meeting to order.  Minutes of the December 15th, 2020 monthly meeting were read and approved.  2020 year end financial reports e-mailed by the Treasurer prior to the meeting were discussed and approved.

Bills to be allowed (paid 1/11/21 unless noted otherwise)

General Fund:

(12/29/20) Evergy – $76.17 accounts 2476323157, 2537625024, 2443031034  2451439541

(1/8/21) Monte Railey – $272.43, December Clerk salary

(1/8/21) Joe Selle – $235.49 December hourly City labor

Barry Moore – $267.78 reimbursement for repairs to City snowplow

MOPERM – $6,200.00 City Liability insurance for 2021

 

Waterworks:

(12/29/20) United States Postal Service – $105.00 postage for water bills

(1/8/21) Brandon Gray – $535.75 December Collector salary

(1/8/21) Deanna Hufford – $474.09 December Treasurer salary

(1/8/21) Jim Talley – $272.43 December Meter Reader salary

Councilwoman Stewart made a motion to authorize payment that was seconded by Councilman Gross.  The motion passed 3-0.

 

Old Business

Water Project:  The Pre-closing meeting is scheduled for 1:30 pm on Tuesday, January 19th, 2021 at the MCCA Building.  Bond Counsel will prepare the necessary paperwork for signatures.  That meeting will be followed at 2:00 by the Pre-construction meeting, where Waterworks COO Rex Brinker and Orr-Wyatt Streetscapes will finalize details and the timeline for construction.  The Council will hold a special meeting at 5:00 pm on Tuesday, January 19th, at the Christian Church to read, discuss and vote on Ordinances required to close the USDA loan.

Water Bill Collection:  Collector Brandon Gray provided current collection status to the Council.  He will mail a message to all water customers advising that rate increases approved on July 13th, 2020 via Water Rate Schedule Ordinance 150 will take effect February 1st.  Once construction dates are established, the City will issue guidelines and suggestions for dealing with issues and inconveniences during those times.

Online Water Bill Payment:  Collector Brandon Gray reported more details of potential options to remit water bill payments online.  There is a 3% fee per transaction.  Mayor Moore and Councilman Gross will discuss the issue further with City Attorney Steve Wolcott on January 19th.

2021 City Clean Up Days:  April 24 and 25 has been designated City clean up weekend for 2021.  The Council authorized the Clerk to contact AAA Disposal to order three (3) forty yard dumpsters to be dropped on Friday, April 23rd, and picked up Monday, April 26th.

Mayor Moore explained to the Council that he covered charges to repair the snow plow blade due to the vendor accepting only credit cards and was reimbursed by the City.

 

New Business

Back Up Snow Plow:  A concern was raised about plowing snow on city streets if Joe Selle is not available.  Mayor Moore assured the group that other drivers are available if the need arises.

In addition to the Special meeting on January 19th, the next monthly Council meeting is scheduled for 7:00 pm on Monday, February 8th, 2021, at the MCCA Building.

Councilwoman Stewart made a motion to adjourn that was seconded by Councilman Schake.  Meeting adjourned.
