Minutes of August 13th, 2018, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, August 13th, at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart.  Also in attendance:  Wilbur Webber and Sophia Betterton.

Mayor Moore called the meeting to order.

Minutes from the July 9th, 2018, meeting were read and approved.  Financial reports for July were reviewed and approved.

Bills to be allowed: Paid 8/13/18 unless noted otherwise.

General Funds

(7/18/18) KCP&L – $952.09 five City accounts

Dep. Cody Minnis – $698.15 twenty eight hours of July patrol

Clay County Sheriff’s Dept. – $41.73 fuel for July patrol (78 miles)

Monte Railey – $236.98 August Clerk salary

Joe Selle – $332.46 mowing and road work

Bill Slater $20.00 for two cleanings of the MCCA Building in July

Monte Railey – $89.98 reimbursement for printer ink cartridge used for City work

Doris Selle – $200.00 for prepaid card for City gas purchases

Waterworks

USPS – $62.00 yearly rental for Box 32

PWSD #4 – $1,370.50 water 6/27/18-7/26/18 (323,000 gallons)

Kearney Trust Co. – $387.48 interest on water project credit line through87/2/18

Lisa Webber – $433.92 August salary City Treasurer

Brandon Gray – $259.67August salary Water Bill Collector

James Talley Jr – $326.66 August salary Meter Reader plus $80.00 in/out fees

Waste Management – $1,815.00 August 2018 trash pick up

Brandon Gray – $100.58 additional hours and mileage for collection duties

Councilman Gross made a motion to authorize payments.  The motion was seconded by Councilwoman Stewart and carried 4-0.

Old Business

Water Project – Environmental Review approval by the MO CDBG is expected this week.  This will enable the City to begin requesting funds for the project.  After this approval, Lisa Danbury with MARC will submit a notice to be published in the Excelsior Spring Standard and the Town & Country Leader announcing our intent to request funds and instruction for public comment.  After the seven day comment period the City can then submit a request for release of funds.  Approval by the CDBG is then expected to take up to two weeks.  After CDBG approval, City Attorney Steven Wolcott will begin easement negotiations with affected property owners.  AGC Engineering anticipates completion of final design prior to approval and release of funds.

City Hall – Sophia Betterton will coordinate another work day to prep the exterior when the summer heat eases up.

Summer activities for kids – Sophia Betterton reminded the Council of the Ice Cream Social scheduled from five to seven pm on August 18 at the MCCA Building.  Another movie night is planned for August 24th at dusk.  Details of these and other planned activities will be posted on the Post Office bulletin board and on the City website.

2018 Tax Levy Hearing – The public hearing to set City property tax rates for 2018 originally set for August 13th had to be rescheduled for 6:45 pm on Monday, August 20th, at the MCCA Building.  Figures needed to calculate the rate have yet to be provided by the County.

New Business

A different source for gasoline used by City vehicle and equipment is needed while Danny Edwards corrects problems with his tanks.  After discussion, the Council agreed 4-0 to purchase prepaid debit cards for use during this time.  Incoming Treasurer Doris Selle will purchase a $200.00 card on behalf of the City.

The next Council meeting is scheduled for 7:00 pm on Monday, September 10th, 2018 at the MCCA Building.

Councilwoman Stewart made a motion to adjourn that was seconded by Councilman Selle.
