Minutes of August 16th, 2016 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on August 16th, 2016 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Micah Schake and Rocky Gross.  Residents Wilbur Webber, Denny Roberts and Cindy Roberts also attended.

The meeting was called to order by Mayor Moore.  July 12th, 2016, meeting minutes and financial reports were read and approved.

Deffenbaugh Industries – $1,143.76 July trash pick up

Lisa Webber – $403.65 August salary City Treasurer

Brandon Gray – $241.55 August salary Water Bill Collector

James Talley Jr – $272.07 August salary Meter Reader plus $40.00 in/out fee

Brandon Gray – $41.18 four additional hours of collection activity

Councilman Schake made a motion to authorize payment.  The motion was seconded by Councilman Gross and carried 4-0.

Old Business

2016 Tax Levy:  The 2016 Tax Levy was set at $.08708 per $100 valuation at the public hearing held prior to the Council meeting.

Project:  Still waiting for decision from DNR regarding additional Grant funding.  Council members agreed to contact State Senator Dan Hegeman and  State Representative T J Berry to request any  additional support for Grant consideration.  A scheduled August 26th meeting with DNR representatives and Art Akin with AGC Engineering was cancelled and will be rescheduled.

City Hall repairs:  A work date needs to be determined.

Updating Ordinances:  The Mayor was advised that ordinances are with Attorney Steven Wolcott’s secretary for typing.  The City Clerk will go to the office to pick them up

Broadway repair:  The water main break and subsequent wash out have been repaired.  Some ditches were cleared with the rented road grader.

Ditch and culvert clearing:  Mayor Moore advised the Council that the Clay County Highway Department will complete ditch clearing that couldn’t be done with the road grader.

Bobcat repairs:  Steve Thompson is working on the bobcat.  Needed repairs are more extensive than originally thought.  Work will continue.  Pothole repairs will be done when the bobcat is fixed.

Deffenbaugh contract renewal:  Deffenbaugh Industries rejected the City’s counter offer.  Councilwoman Sydney Stewart will contact other providers for bids.  The Deffenbaugh contract expires in December.

Bat Houses:  Councilman Gross is working on prototypes.

New Business

Proposed landfill changes:  The Missouri Department of Natural Resources will hold a public meeting on September 20th, at the MCCA building to discuss plans for the BFI Landfill north of town.  The DNR and BFI propose building a new filter system for water runoff.  The comment period for the proposal has been extended to October 24th, 2016.   Full information regarding the proposal can be accessed on the City website at missouricitymo.com.

The next monthly Council meeting is scheduled for Monday, September 12th, 2016, at 6:30 pm in the MCCA Building.
