Minutes of October 14th, 2019, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, October 14th, 2019, at 7:00 pm.  Attending:  Mayor Barry Moore, City Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Rockne Gross and Micah Schake.

Mayor Moore called the meeting to order.  Minutes of the 9/11/19 monthly meeting and the 9/26/19 special meeting were read and approved.  Treasurer Lindsay Eppley covered City financial reports,

Bills to be allowed

General Fund:

Excelsior Springs Standard – $61.00 for publishing notices regarding water quality report and voluntary annexation ordinance #148

Monte Railey – $236.98 October salary City Clerk

Joe Selle $ 480.02 for hourly City work

Feldmans – $178.38

KCP&L – $190.99 one city account

Matt Jones – $40.00 maintenance on city water pump

KCP&L – $590.10 four city accounts

Bill Slater – $10.00 MCCA Building cleaning

Waterworks:

Waste Management $1815.00 September curbside trash, service

PWSD #4 – $2,724.90 water

Jim Talley $308.19 October salary Meter Reader plus three in/outs

Lindsay Eppley – $433.94 October salary Treasurer

Brandon Gray – $374.93 October salary Collector plus 6.2 additional hours and mileage

Kearney Trust Co. – $1,081.98 interest on pre-construction credit line

Councilman Gross made a motion to authorize payment.  It was seconded by Councilwoman Stewart and carried 4-0.

Old Business

Water Project:  City Attorney Steve Wolcott has received legal descriptions for areas affected by easements and is completing the new legal packages for mailing to owners.

Sales Tax Implementation:  The City Clerk is providing additional information to the Missouri Department of Revenue needed for implementation.  He will confirm the authorizing Statute with the City Attorney and compile a list of businesses providing products and services within the city limits.

Law Enforcement terms:  Mayor Moore advised the Council that the new agreement is on hold and we will continue operating under current terms.

Water bill process:  After discussion, the Council, Treasurer and Collector defined the following process. (1) meters are read between the 21st and 25th of each month, (2) the meter usage data is forwarded to the Treasurer by the 26th for input in the billing system, (3) the system calculates billing and produces statements that (4) are mailed via the Missouri City post office within two days of the month end.  This should ensure statements are delivered within the first days of the new month.

Waste Management contract:  No bids for service after 1/2/20 were received.  Because today (10/14/19) is a federal holiday, the clerk will check the box again on Tuesday, 10/15/19.  The Council agreed to sending out second requests for bids if none are in the box Tuesday.

Tree trimming:  Trimming of overhanging trees on City streets is continuing.

New Business

The Council authorized pre-winter service on the city truck

The City Clerk advised the Council of three scheduled Complete Count training sessions he will attend on 10/17/19, 10/22/19 and 11/5/19 in preparation for Census day on 4/1/20.  Council members will oversee Complete Count activities in their respective Wards.

The Council approved an expenditure of $100.00 for Brandon Gray to purchase paper, folders and other needed office supplies for city business.

The next monthly Council meeting is scheduled for 7:00 pm on Thursday, 11/7/2019, at the MCCA Building.  Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart.  Meeting adjourned.
