Minutes of May 14th, 2018, Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, May 14th, 2018 at 7:00 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Micah Schake, Rocky Gross and Sydney Stewart. Also in attendance: Wilbur Webber, Sophia Betterton, Billy Betterton, Mason Lumpkin, Linda Young.
Mayor Moore called the meeting to order.
Minutes from the April 16th, 2018, meeting and April 2018 financial reports were read and approved.
Bills to be allowed: Paid 5/14/18 unless noted otherwise.
General Funds

Councilman Gross made a motion to authorize payments. The motion was seconded by Councilwoman Stewart and carried 4-0.
Old Business
Water Project – Title searches related to easements have been completed. City Attorney Steven Wolcott is working on easement agreements..
Mayor Moore confirmed that new street signs reflecting speed zone changes have been installed.
City Hall – Sophia Betterton proposed organizing a volunteer day on June 24, 2018 to scrape paint from the exterior of City Hall. Due to the expenses of the project, the Council stated support for completing needed repairs via volunteer efforts when possible.
Water Pressure- Some residents are still experiencing low water pressure since the relief valve was replaced in March. Mayor Moore advised the gathering that water pressure is slowly being restored to normal after the valve repair to ensure lines don’t blow. The situation will continue to be monitored.
Emergency Siren – Mayor Moore advised the gathering that the emergency siren was inspected by the service company and determined to be functioning properly.
City Clean up days – The Council agreed that clean up days went well this year with less debris on the ground afterwards.
New Business
City Treasurer Opening – City treasurer Lisa Webber has announced her intent to leave the post as soon as a replacement can be hired and trained. A job ad for the position has been posted on the City website (missouricitymo.com) and at the Post Office. The deadline to apply is 6 pm on May 21st, 2018.
Summer Activities – Mason Lumpkin with the local Independent Order of ODD Fellows presented a plan for the lodge to sponsor “Bag Lunch Tuesdays” for local children every Tuesday from 12:30-2:30 pm beginning July 3rd and running through August 14th. Details of location and specific activities are forthcoming. Sophia Betterton presented a proposed list of possible summer events in town. Many are still in the planning stages but two are definite: A citywide garage sale on June 9th and the June 24th volunteer day to work on City Hall previously referenced. Other events will be announced as plans are finalized.
Citizens expressed concerns about overgrown yards and possible infestation. The City will monitor properties and start abatement process as needed.
Cemetery Hill Road Repairs – The City received three bids to repair and repave Cemetery Hill Road: (1) Barkley Asphalt of Liberty bid $34,980.00, WillPave of Sugar Creek bid $31,338.00 and Tandem Paving of Blue Springs bid $28,840.00. It was noted the road was originally paved in 2001 at a cost of $17,000.00. All three bids proposed the same methods and materials. After a discussion of City finances now and in the future, Councilman Gross made a motion to award the project to Tandem Paving. Councilwoman Stewart seconded the motion and it passed 4-0. Mayor Moore will contact Tandem paving to make arrangements
The next Council meeting is scheduled for 7:00 pm on Monday, June 11th, 2018 at the MCCA Building.
