Minutes of May 13th, 2019, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, May 13th, 2019, at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lindsay Eppley, City Clerk Monte Railey, Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart.   Lisa Danbury with MARC also attended.

Mayor Moore called the meeting to order.  Minutes of the April 8th, 2019 meeting were read and approved.  Treasurer Lindsay Eppley provided balance and activity information on City accounts.

Bills to be allowed:

General Funds

Councilman Gross made a motion to pay the bills.  The motion was seconded by Councilwoman Stewart and passed 4-0.

Old Business

Water Project:  Easement issues for the project are still being worked on by City Attorney Steven Wolcott.  Letters to affected property owners are being corrected and will be remailed.  Mr. Wolcott is also preparing contracts between the City and potential contractors.  They are working towards setting a date to begin soliciting bids for the project.  Lisa Danbury with MARC advised the gathering that the State Historical Preservation Office has verbally approved the Environmental Review and will be sending a letter verifying approval.  Art Akin with AGC Engineering is working on construction documents and final design.  The CDBG Request for Funds authorization form has been updated.  Signatures of Clerk Monte Railey and Council members Sydney Stewart and Rockne Gross will be required for approval of any payment authorization from the CDBG Grant.   An invoice from MARC was approved for processing.  Lisa explained that she will assist with CDBG funding issues and Jana Brandt with be her counterpart for USDA funding.

Ditch Clearing: Rainy weather has delayed ditch work but it will continue as weather permits.

Street Surfaces:  Pothole repairs will continue when the Ideker plant in Mosby resumes coldpatch production.

McFall Lawsuit:  A motion to request dismissal from the McFall lawsuit was made by Councilman Gross and seconded by Councilwoman Stewart and carried 4-0.  The suit pertained to streets referenced on old maps of a parcel of land that were never established or claimed by the City.

New Business

Councilwoman Stewart advised the Council of problems stemming from trash being dumped in the recycling bin.  The City has been billed extra fees as a result.  New signage will be created to remind residents of what IS and IS NOT accepted.

Ordinance #146 proposing enacting a 1% General Sales Tax was introduced to the Council.  Mayor Moore read it once in it’s entirety and twice by title.  Councilman Gross made a motion to adopt it as read that was seconded by Councilwoman Stewart.  The motion passed 4-0. The proposed Sales Tax will not affect Real Estate or Property Taxes.  The City Clerk will meet with the Election Board to determine if the public vote can appear on the August ballot or if we must wait until November.

Bill Sharp with the local O.D.D. Fellows Lodge advised the Mayor and Council that the Lodge will again sponsor Summer lunch and activities for area children on Wednesdays from June 5th 2019 through August 7th, 2019.  Activities will run from 11:30 am until 1:30 pm at the MCCA Building.  Mr. Sharp also asked for permission for the Lodge to sponsor planting a Redbud tree in River Park.  Permission was granted by the Council.

The next Council meeting is scheduled for 7:00 pm on Thursday, June 6th, 2019, at the MCCA Building.

Councilman Gross made a motion to adjourn that was seconded by Councilman Schake.  Meeting adjourned.
