Minutes of June 9th, 2020, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Tuesday, June 9th, 2020, at 7:00 pm.  Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Treasurer Deanna Hufford and Council members Sydney Stewart, Rockne Gross and Micah Schake.   Councilman Joe Selle was unable to attend.  Resident Cassidy Russell was also present.

Mayor Moore called the meeting to order.  Minutes of the March 9th meeting were read and approved. Council meetings in April and May were cancelled due to the Covid 19 pandemic.  Current financial statements were read and approved.  Bills to be allowed since the March 9th meeting were presented.

Councilwoman Stewart made a motion to pay the bills that was seconded by Councilman Schake.  The motion passed 3-0.

Old Business

Water Project:  Items from to do list are being completed.  The Mayor and Council are reviewing proposed ordinances regarding water rate schedule and water use as required by USDA Loan terms.  The Council agreed to review and meet again for a vote by June 23rd, 2020.  The exact meeting date has yet to be determined.  Right of Way certificates will be signed by the Mayor and Clerk and mailed to Jana Brandt with USDA this week.  A Land Disturbance Permit with a fee of $500.00 is required by the MO DNR but is not payable by a standard mailed check.  The Mayor, Treasurer and Clerk are working on alternate payment options.

Spring Election:  City Clerk Railey confirmed that Council members Joe Selle (Ward Two) and Micah Schake (Ward Four) were reelected to their positions in the June 2nd, 2020 election.

City ditch work: Mayor Moore advised the group that city ditch and brush clearing continues.  The Padgett brothers repaired a water leak from a buried shut off valve at Gano and Main in May.

Sales Tax revenue:  Treasurer Deanna Hufford informed the meeting that the City has received $4,998.20 in Sales Tax receipts so far in 2020.

Bat houses for mosquito control:  Councilman Rocky Gross reminded the group that he has completed bat houses available at no cost to city residents.  Studies show that bats eat tremendous amounts of insects nightly and that the houses attract bats.  Interested parties can contact their Council member or other city officials to obtain one.

City financial update:  Treasurer Hufford explained that fines for late tax reporting have been paid and liens on city properties will be removed after the final payment posts.

2019 CCFR Report:  The 2019 City Water CCR Report for Missouri City has been posted for public review, but has not been certified as received yet by the MO DNR.

Internet access options:  Councilman Gross is still working with a possible alternate satellite internet provider using the existing Verizon tower on the water standpipe.

New Business

Fourth Ward Councilman Micah Schake was sworn in to a new term per the June 2020 election. Second Ward Councilman Joe Selle was absent and will be sworn in to his new term at the July 13th, meeting.

Cassidy Russell with PERC advised that activities planned for March through June were cancelled due to the Covid 19 pandemic.  Per Cassidy, back to school events are being planned.  She asked and was granted permission to use the MCAA Building for a PERC sponsored clothing drive on September 18th through 20th.

Resident Bobby Jeffries is donating labor, equipment and materials to shore up the creek walls south of Water Street at Stillhouse.  Mayor Moore asked the Council to consider compensation when completed and all details are available.

Mayor Moore asked City employees to track hours spent on duties for a discussion on wages at the July meeting.

Collector Brandon Gray received Council permission to investigate online billing and payment options available through the new water billing software.

The next open monthly Council meeting is scheduled for 7:00 pm on Monday, July 13th, 2020, at the MCCA Building.

Councilwoman Stewart made a motion to adjourn that was seconded by Councilwoman Gross.  Meeting adjourned.
