Minutes of November 8th, 2021, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, November 8th, 2021, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart, Rockne Gross, Joe Selle and Brian Adcock.

Mayor Moore called the meeting to order.   October 11th meeting minutes were read and approved.

Bills to be allowed

General Fund:

(10/15/21) US Treasury – $469.00 3rd qtr 2021 941 tax

(10/15/21) Evergy – $119.88 four of five city accounts

(11/5/21) Monte Railey – $272.43 October Clerk salary

(11/5/21) Joe Selle – $725.50 October hourly labor plus $125.00 reimbursement for gas

(10/11/21) DeLuxe – $152.56 auto withdrawal for check order

Waterworks:

(10/15/21) US Treasury – $812.54 3rd qtr 2021 941 tax

AAA Disposal – $1,680.00 September curbside service

J&J Surveying – $1,922.50 Property line survey for boring under MO Hwy 210

(11/5/21) Deanna Hufford – $477.62 October Treasurer salary

(11/5/21) Brandon Gray – $621.94 October salary

(11/5/21) Jim Talley – $300.14 October Meter Reader salary

(11/5/21) Deluxe – $112.56 auto withdrawal for checks

USDA:

(10/22/21) Orr Wyatt Streetscapes – $26,634.49 payment request #9

Councilman Gross made a motion to authorize payment of bills that was seconded by Councilman Stewart.  The motion passed by a vote of 4-0.

 

Old Business

Water Project:  Mayor Moore reported that there are three tasks left to do before project completion.  MODOT has approved plans for boring a line under MO Hwy 210.

New Business

2022 Municipal Election:  The City Clerk advised the Council that filing for the April 5th, 2022 municipal election begins December 7th, 2021, and ends December 28th, 2021.  City Mayor and Council seat for Wards Two and Four will be on the ballot.  Interested candidates should contact the City Clerk to file during that timeframe.

Contract with Clay County Sheriff:  Mayor Moore presented the proposed new contract with the Clay County Sheriff’s Department for hourly patrol in Missouri City.  City Attorney Steve Wolcott had previously advised the mayor that the primary changes are City responsibility for the $1,000.00 insurance deductible and a raise in the hourly patrol rate to $35.00.  After discussion, Councilman Gross made a motion to accept the contract as presented.  The motion was seconded by Councilman Adcock and passed 4-0.

The next monthly meeting is scheduled for Monday, December 13th, 2021, at 7:00 pm in the MCCA Building.
