Minutes of June 12th, 2023, City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, June 12th, 2023, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Jan
Kohl (Ward Three) and Johanna Davis (Ward Four), Water Bill Collector Lani Bush plus residents Miles Jackson and Danny Bush.  Ward Two Councilman Joe Selle was absent.

Mayor Moore called the meeting to order.  Minutes from the May 8th, 2023 meeting were read and approved.

Councilwoman Davis made a motion to authorized payment as presented. The motion was seconded by Councilman Stewart and passed by a vote of 3-0.

Old Business

Clean Up Days:  The city was billed extra by AAA Disposal for the overflow mess by the dumpsters used for the April 29-30 cleanup weekend.  Resident Bob Jeffries helped clean up the aftermath with his personal bobcat.

Fire Station roof repairs:  Resident Miles Jackson asked for status of plans to repair the fire station adjacent to his building.   Mayor Moore advised him that communication is continuing to ensure the Fire District board is aware of the severity of the situation.

Reporting spending of ARPA funds:  Mayor Moore confirmed that reporting is required by the city only for ARPA funds received from the federal government via the State.  Funds distributed via the county are reported by Clay County.  The City Clerk has filed the necessary report to the US Treasury regarding the $16,80.00 payment to Webb Painting for repairs to the City Hall.  Funding for the boring of the new water line under Highway M210 was awarded by Clay County and not subject to reporting by the City.

Streetlight Issues:  Danny Bush reported being referred to the City when he called Evergy to request the repair of a flickering streetlight at 109 Walnut.  Mayor Moore reiterated that Evergy is responsible for streetlight repairs and maintenance but will contact Evergy on this matter.

New Business

Mowing Help:  It was determined that State labor laws do not allow minors under the age of 18 to operate power tools for contract labor.  The Mayor will follow up to ensure anyone helping Joe Selle with city mowing is legal to do so.

2022 Water Consumer Confidence Report:  The report is available on the city website (mocitymo.com) and on the public bulletin board at the Post Office.  The public notice was published in the Excelsior Springs Standard and The Town & Country Leader.

Website Community Calendar:  Vacation Bible School is scheduled for July 7, 8 and 9th at the Missouri City Christian Church.

Legal Fireworks for Independence Day:  After discussion, the Council voted 3-0 to allow the discharge of fireworks within the city limits from July first through the ninth (7/1/23-7/9/23).  Residents are encouraged to be sensitive and courteous to others when celebrating.

The next meeting is scheduled for July 10th, at 7:00 pm in the MCCA Building.
